JAMS Contributes to Embedding a Quality Culture at the Ministry of Transport

Under the patronage of Mr. Fares Abu Diyah, Secretary General of the Ministry of Transport, the Jordan Academy for Maritime Studies (JAMS), through its Quality Management and Business Development Center, contributed to delivering a specialized workshop entitled “Towards Embedding a Quality Culture and Implementing a Quality Management System in Accordance with ISO 9001.”

The workshop brought together employees from different managerial and organizational levels within the Ministry and was delivered by Dr. Eng. Ma’n Massad, Manager of the Quality Management and Business Development Center at JAMS and a specialist in quality and institutional development.

The workshop focused on moving beyond the traditional perception of quality as a matter of procedures, documentation and audits towards understanding quality as an organizational culture and daily practice that contributes to stronger institutional performance and continuous improvement.

Key topics included the concept and evolution of quality, its importance to organizations, the Cost of Quality and Cost of Poor Quality, the impact of rework and wasted time and resources, and the role of employees in building and sustaining a quality culture. The workshop also addressed continuous improvement through the Plan–Do–Check–Act (PDCA) Cycle.

Participants were introduced to an overall perspective of the ISO 9001 Quality Management System, emphasizing its role as a management framework that helps organizations control their processes, evaluate performance, meet requirements and continually improve results, rather than viewing it merely as a documentation or certification exercise.

The workshop also addressed common misconceptions surrounding auditing, highlighting audit as a systematic, objective and evidence-based process for evaluating conformity and system effectiveness and supporting improvement, rather than an exercise focused on finding individual faults or assigning blame.

The workshop forms part of ongoing efforts to strengthen public-private partnership and represents an important step within the management consultancy services provided by JAMS to the Ministry of Transport to support the establishment and implementation of a Quality Management System in accordance with ISO 9001:2015.

This engagement reflects the expanding role of JAMS beyond education, training and knowledge transfer, leveraging its specialized expertise in management systems, quality, institutional development and management consultancy to support national institutions in strengthening organizational performance and continuous improvement.
